In May 2025, the Louisiana Senate Finance Committee voted 6-5 to reject Senate Bill 74 (SB 74), a proposal that would have allowed certain felony cases involving 15- and 16-year-olds to be automatically tried in adult courts. This decision means that, for now, juvenile jurisdiction remains unchanged across the state, including in Caddo and Bossier parishes. Louisiana Illuminator

Understanding the Implications

What Was SB 74?

SB 74 aimed to expand the circumstances under which juveniles aged 15 and 16 could be transferred from juvenile to adult courts, particularly for felony offenses. Proponents argued this would address concerns about leniency in juvenile courts.

Why Was It Rejected?

The bill faced opposition from various stakeholders, including district attorneys, public defenders, and judges, who raised concerns about:

  • Increased Costs: Implementing the changes would have required significant financial resources to accommodate juveniles in adult court systems.

  • Facility Limitations: Many district courts lack the infrastructure to separate juvenile detainees from adults, as required by law.

  • Potential for Harm: Transferring juveniles to adult courts could expose them to harsher penalties and environments not suited for rehabilitation.

These concerns contributed to the committee's decision to reject the bill. Louisiana Illuminator

Impact on Caddo and Bossier Parishes

For residents in Caddo and Bossier parishes, this decision means that juveniles will continue to be tried within the juvenile justice system, which focuses on rehabilitation and age-appropriate interventions.
